Job description

The role

As Legal Engineer, Public Administration (m/f/d), you will bring Libra to the public sector. Working at the intersection of (public) law, technology, and product innovation, you will help lawyers in government agencies, municipalities, ministries, and the justice system incorporate AI into their daily work. You understand public administration from the inside or specialize in public law, and know how decisions are prepared, reasoned, and reviewed. You combine this understanding with technical knowledge to support customers adopting Libra. As the voice of our public-sector customers, you will directly influence Libra’s development for this audience. You will also shape platform content for public administration and justice and create prompt templates and learning materials for the Libra Academy.

About Libra

At Libra, we are changing how lawyers work. Our AI platform combines high-quality legal content with state-of-the-art generative AI and helps legal professionals work faster and more efficiently. Libra supports all stages of legal work, from research and reviews to drafting and external communication. Originally a German startup, Libra has become a European company as part of Wolters Kluwer’s Legal & Regulatory Division. Our partnerships with leading law firms, legal departments, and publishers make us one of Europe’s most exciting and fastest-growing AI companies.

Wolters Kluwer is an established publisher of specialist content for public administration and justice, including commentaries, handbooks, and practical solutions in administrative, civil-service, immigration, and social law. We make this content available with AI through Libra. To support this work, we are creating a dedicated Public Sector role within Legal Engineering. With Libra, we are building the operating system for modern legal work—and you can help write the next chapter.

Your responsibilities

  • Work directly with public-sector customers and prospects, especially fully qualified lawyers in municipal legal departments, local and state government, ministries, public prosecution offices, and courts.
  • Show them in workshops, training, and onboarding how to use Libra in daily work, for example in research, reviewing facts, and preparing documents. Feed this knowledge back into Libra’s content.
  • Together with Legal Engineering, own assistants, workflows, and review templates for the public sector, covering areas such as general administrative law, public construction law, civil-service and employment law, immigration law, social law, and road-traffic law.
  • Develop, test, and optimize these solutions so results are legally reliable and deliver measurable value in daily public-sector work.
  • Work closely with Product Development, Software Engineering, Customer Success, and Wolters Kluwer’s Public Sector teams. Your feedback and customer input are essential to improving the Libra platform, prompt quality, accuracy, and subject-matter coverage for the public sector.
  • Create content and learning materials for the Libra Academy tailored to public administration and justice, and teach best practices for AI-supported legal work.
  • Use strong communication skills to share your knowledge with customers and bring their feedback into the organization.

This role suits legal professionals who know public law and enjoy technology, problem-solving, and building scalable solutions. You will report to Legal Engineering management and work in a growing team of committed colleagues.

Your profile

  • Fully qualified lawyer (Second State Examination); a focus on public law, ideally administrative or public construction law, is a plus.
  • Ideally, professional experience in the public sector, for example in local or state government, a legal department, or a ministry.
  • Experience in a role with leadership or coordination responsibility is an advantage.
  • Judicial experience, for example as a judge, is helpful.
  • Strong interest in technology, AI, and digitizing public administration and justice; prior Legal AI or legal prompting experience is preferred.
  • Strong analytical and problem-solving skills; ability to break complex legal reviews and administrative processes into logical steps.
  • Excellent communication skills; confident presenting to public-administration and justice professionals and collaborating with internal teams.
  • Enjoy working in a dynamic environment where you experiment, learn, and improve quickly.
  • Fluent written and spoken German and English.
  • Experience with public-sector digitalization projects, Legal Tech, product management, or automation, and familiarity with SaaS environments, is an advantage.

What we offer

  • The opportunity to work at the forefront of Legal AI and help shape how AI changes work in public administration and justice.
  • A newly created role with significant scope to build the Public Administration topic within Legal Engineering.
  • An innovative, dynamic, forward-looking Legal Engineering team.
  • A highly collaborative environment with motivated colleagues, including Software Developers, UI/UX Designers, and Product Managers.
  • Direct influence on product development, Customer Success, and user experience.
  • Fast personal and professional development in a young, scaling company backed by Wolters Kluwer.
  • Competitive compensation and the opportunity to help define a new discipline in the legal sector and strengthen your professional profile.
