About Event

Join us on Wednesday, 4 November at 18:00 at Commons Hub Brussels for discussion on Europe’s AI compute shortfall and what the EU’s push to close it should aim for.

Silicon, Sovereignty and Safety: Making Sense of the EU's Compute Push

Only two gigawatts of AI compute capacity, about five percent of the global total, is located in the European Union, and planned projects will barely move that share. Recognising the challenges this brings, the European Commission has proposed a Tech Sovereignty Package to bring more compute onto European soil. But why, and under what conditions, is compute on European soil desirable in the first place? And what would actually make Europe an attractive place to build datacentres, and what wouldn't?

A recent Bruegel policy brief argues that capital isn't Europe's binding constraint. Speed to operation is, and that comes down to grid access and permits. Tillman Schenk, Research Analyst at Bruegel and co-author of the brief, will walk us through its key findings and policy options. He'll also share related work on the links between compute, sovereignty and AI safety.
